Travel Procedures

TRAVEL
Participation in all soccer
competitions (tournaments, multi-team competitions or friendly games) played
by OSYSA/USYSA players and teams outside the boundaries of Ohio South Youth
Soccer Association, Inc., must be approved by the State/District Commissioners,
State Registrar, or by the Executive Director located at the State Office.
This approval can only be granted by these authorities and penalties will
be applied to all teams, players, or coaches who violate the rules specified
in this regulation. Travel permits will only be authorized for participation
in USSF/USYSA sanctioned tournaments, or exhibition games with USSF/USYSA
sanctioned teams.
All travel, outside of sanctioned
league play, is under the jurisdiction of the Ohio South Youth Soccer Association,
Inc.
A.TRAVEL
PERMITS
The following procedures
must be followed in all cases when a OSYSA/USYSA registered team is going
to participate in competition (games or tournaments) outside of the Ohio
South Youth Soccer Association, Inc. boundaries.
1.The USYSA Application
for Travel is to be used to request permission to travel. Teams are not
permitted to travel without an approved "Application for Travel". This
includes tournaments, multi- team competitions, games or friendly games.
2.Teams are required to
submit an USYSA "Application for Travel" to the State District Commissioner
or to the Executive Director at the State Office. This packet as submitted
to the State/District Commissioner must include the following items for
each team applying for travel to each tournament and/or game:
a.Four (4) LEGIBLE copies
of the Application for Travel.
b.Four (4) LEGIBLE copies
of the teams validated League Roster.
c.Four (4) LEGIBLE copies
of the teams Tournament Roster (if applicable).
d.One (1) LEGIBLE copy
of the USYSA Application to Host Tournament, approved by the appropriate
State or Provincial Association.
e.Four (4) LEGIBLE copies
of the tournament guest player roster if guests are scheduled to attend
at the time the application is submitted. f.One (1) LEGIBLE copy of the
written tournament authorization to add guest players, if not so indicated
on the "Application to Host Tournament" and if guest
players are being included with the team.
g.One (1) stamped envelope
addressed to the Tournament Director of the tournament to which travel
is being requested.
h.One (1) stamped envelope
addressed to the coach of the team requesting to travel.
i.Team applying for travel
outside of North America (i.e. USA, Canada, or Mexico) must also include
a check for $25.00 payable to the United State Soccer
Federation.
SPECIAL
NOTE: For Requests for Travel submitted to the Executive Director
to the State Office, In lieu of four copies of the material requested and
the stamped envelope, you may include one (1) copy of each and a check
or money order for $2.50 to cover the cost of stamps and copy expenses.
3.The travel application
and supporting material must be submitted and received at by the District
Commissioner or at the State Office at least 30 days prior to competition
in any state, Mexico, or Canada or 120 days prior to competition in any
other country.
4.Guest Players must be
listed on the Tournament Guest Player Rosters such players will be authorized
to travel ONLY if the request for travel includes written tournament authorization
for guest players.
Such authorization on the
approved USYSA "Application to Host" application is sufficient.
5.Guest Players (if authorized
by the Tournament) may be added to the team for the tournament any time
prior to the start of the tournament. If a team wishes to add guest players
after the travel permit has been approved, four (4) LEGIBLE copies of the
teams Tournament Guest Player Roster and four (4) copies of the Leagues
Roster with those players who are not attending being marked off are to
be completed and submitted for approval to the State/District Commissioner
or sent to the State Office for approval. Requests for Approval sent to
the State/District Commissioner must include self addressed and stamped
envelopes for the Tournament Guest Player Roster in the same manner as
when the original Travel Permit was submitted. If submitted to the State
Office include only one copy of this material and a check or money order
for $2.50 to cover the handling cost of postage and copying.
6.No more that 18 players
may be listed on any roster. If Guest Players are being added using the
Tournament Guest Player Roster, the team must indicate on the roster completed
for the tournament and their validated League Roster the players not playing
in the tournament. On the teams league roster, those players not attending
the tournament are to be marked off.
7.League Guest Players (if
the team's league authorizes league guest players) are not official league
rostered players and can participate only in tournaments which permit guest
players. A Tournament Guest Player Roster must be completed for the League
Guest Players as indicated above.
8.Guest players may be added
any time prior to the start of the tournament if the tournament permits
guest players. Guest players may be approved by the Executive Director
at the State Office prior to travel, or the State/District Commissioner/State
Registrar may approve Guest Player Rosters. A copy of the approved travel
permit, the tournament authorization of Guest Players, the player pass
for the Guest Player, and the Guest Player Roster must be available for
inspection by the individual approving the Guest Player Roster if submitted
after the Application for Travel has been approved.
9.The travel permit will
not be issued until all required material is provided by the applicant.
If the 30 day deadline is not met due to missing material, the applicant
will be held responsible for the appropriate fine. (see Section D for details)
B.LEAGUE
RESPONSIBILITIES
Primary responsibility for
certification of Travel Rosters Forms (T.R.F.) lies with the State/District
Commissioner or the Executive Director located at the State Office. Some
leagues may require that application for travel be first routed through
their League Registrar or other League/Association Official. See your League
Manual for such a procedure.
Initial routing through
the League does not absolve the applicant from meeting the 30 day deadline
by which the Executive Director or State/District Commissioner must receive
the application packet. See section D for details.
The League is responsible
for forwarding a computer disk listing all players on all league rosters
to the State Office. The Executive Director, if necessary, will use this
data about the Teams Official League Roster to validate all Travel Permits.
It is the Leagues' responsibility
to promptly provide their computerized data on all team rosters to the
State Association's State Office. Travel permits may be delayed until after
the State Association has receive the League/Association computerized league
roster data.
The State Office may call
upon the league to verify league rosters if necessary.
C.OSYSA
RESPONSIBILITY
It is the responsibility
of Ohio South Youth Soccer Association, Inc. to ensure that only USYSA
teams in good standing participate in USYSA sanctioned tournaments (or
games) and travel only with certified rosters.
1.If the application is
approved OSYSA will: a.Stamp the Tournament Roster and the Tournament Guest
Player Roster (if applicable) with the State validation stamp and sign
the Application for Travel. b.Distribute one (1) copy each of the Application
to Travel, validated League Roster, validated Tournament Roster (if applicable)
and validated Tournament Guest Player Roster (if applicable) to: 1)Coach
of applicant team. 2)Tournament Director or coach of host team when traveling
for competitions other than tournaments. 3)Host State Association. 4) The
appropriate District Commissioner 5) State Office file.
2.If the application is
disapproved, OSYSA will;
a.Mail a copy of the disapproval
to the team stating the reason; b.Mail a copy to the State Commissioner
stating the reason; c. Mail a copy to the District Commissioner stating
the reason: d.Mail a copy to the tournament director stating the reason;
e.File the original application at the State Office
D. LATE
APPLICATIONS
Control of tournaments requires
that tournament officials have sufficient lead time to arrange for changes
in the event of problems, travel permits must be submitted so that they
are received by the Ohio South Youth Soccer Association, Inc. State Office
at least 30 days prior to the start of play. (Applies to tournaments or
games in the United States, Mexico, and Canada).
1.A fine of $1.00 per day
will be charged to the applicant team for each day in excess of the appropriate
deadline described above. If the application to travel is mailed late,
the late fee should be included with the travel permit fee.
2.Late fees do not apply
to teams that have been accepted by a tournament less than 30 days prior
to the start of the event. If this occurs, the coach is to immediately
complete the Application for Travel and attach evidence that the invitation
was tendered late and the late fee will be waived.
3.Permission to travel will
not be granted until this late fee is paid or permission to travel will
be granted and the team will be billed for the late fee. Checks are to
be made out to Ohio South Youth Soccer Association, Inc. Late Fees are
due and payable within 10 days of the coaches receipt of the billed amount
from the State Office.
4.If the teams late fee
is unpaid 10 days after the receipt of the OSYSA invoice, the team will
be considered in bad standing and their league will be notified to drop
the team from their program pending payment of the fee. Any games missed
during the period of bad standing will be a forfeit and cannot be made
up. Teams placed in bad standing will receive a copy of the notification
to their League/Association.
5.If any team has ever been
put in bad standing for failure to pay either late fees or travel permit
fee, no further travel permits will be approved until all fees (travel
and late) have been paid
6.Any unpaid late fees,
travel sanctioning fees, unpaid fines, or bad checks that have not been
reimbursed will result in disqualification from all USYSA sanctioned activities,
including league play.
7.A $15.00 fee is charged
for all bad checks and failure to pay to reimburse OSYSA for the amount
of the check and the bad check fee will result in a team being placed in
bad standings and this will result in disqualification from USYSA sanctioned
events, including league play.
8.The date of receipt of
all of the material required by the State Office or the post mark date
(which ever is earliest) is the date that will be used to determine if
the Application for Travel is late. If the team does not include all of
the required material, the date of receipt (or post mark date) of the last
of the required material will be used to determine the charge of a late
fee. Post mark date is the U. S. Post Office date, not a postage meter
date.
9.Travel to foreign countries
(other than Mexico or Canada) requires submission of a roster and travel
permit to the District Commissioner at least 120 days prior to the start
of play and follows the above procedures. Applications submitted less than
120 days in advance of play in foreign countries (except Canada or Mexico)
must include the late submission penalty of $1.00 per day. The application
for travel will then be submitted to USYSA/USSF who will make the determination
if they will approve any application for travel submitted less than 120
days in advance of the travel date.
E.EARLY
SPRING - EARLY SEPTEMBER TOURNAMENTS
1.Teams that elect to travel
to tournaments held in early spring or September, may due to the time that
Member League or Association validate both rosters and USYSA Player Passes,
have difficulty getting their USYSA Player Passes and authorized roster
more than 30 days prior to the date of the tournament.
2.In this event, the team
is to submit his/her Application to Travel with the required copies of
the necessary material to the State/District Commissioner State Office
at least 30 days in advance of the tournament. Once the teams roster has
been validated by his/her Member League or Association, the team is to
submit the authorized roster.
3.The State/District Commissioner
or State Office will hold the Application for Travel and match it up with
the validated roster once it has been submitted. Once the roster has been
received, it will be reviewed and if approved, validated and forwarded
to the appropriate parties.
4.If this procedure is followed
and the Application to Travel is receive 30 days prior to the tournament,
no late fee will be charged to the team. However, if the team fails to
submit the Application to Travel without the validated roster 30 days in
advance, the late fee will be charged.
5.Any team that submits
the Application to Travel late (with or without a authorized roster), even
for early spring/September tournaments will have to pay the late fee if
he/she does not follow this format.
6.This exception process
(submitting a Application to Travel without a validated roster) only applies
when the Member League or Association cannot validate Roster and/or USYSA
Player Passes more than 30 days prior to the scheduled tournament.
7.If it is possible to submit
all of the required material and the team does not include everything,
the date of submission for charging of a late fee will be based on the
date that all of the material is received in the State Office or the post
mark date which ever is later.
8.Late fees do not apply
to teams that were invited to attend a tournament less than 30 days prior
to the start of the event or if teams add Tournament Guest Players less
than 30 days before the tournament.
F. UNAUTHORIZED
TRAVEL
Since USYSA/OSYSA require
that all teams must have validated permission to travel, appropriate disciplinary
action will be taken if a team travels without an authorized travel permit,
plays in an unsanctioned competition, or competes against teams not registered
with USSF/USYSA.
G.MEDICAL
RELEASE AND INSURANCE
It is a recommendation of
the Ohio South Youth Soccer Association, Inc. that all teams that travel
carry with them medical forms providing authority for the coach or manager
to arrange for medical treatment in the event of injury. Coaches are also
responsible to insure that all players on the team carry their own medical
insurance (or that it is provided by their own soccer organization). It
is recommended by Ohio South Youth Soccer Association, Inc. that all clubs/teams
carry their own medical insurance to protect coaches, parents, sponsors,
and players.
H.TYPES
OF TEAMS
There are six different
types of USYSA teams. Under normal circumstances, these different types
of teams do not compete against one another. Normally, every team in Ohio
South Youth Soccer Association, Inc. that requires a travel permit is a
Club Team. Club Teams should only compete in competition which is composed
of other Club Teams. The term Select used with each type of team in effect
means All Star. Each type of team is defined below.
1.State Select Teams
The official "State Select
Team" is the State Team of The Ohio South Youth Soccer Association, Inc.
whose players are chosen on a state wide basis from Club teams. These teams
do not compete as teams in USYSA sanctioned leagues. These teams represent
Ohio South Youth Soccer Association, Inc. in the regional and national
Olympic Development program.
2.League Select Team
The official "Select Team"
of a league whose players are chosen on a league wide basis from Club Teams
within that league.
3.Tournament Team
A travel or competitive
team put together for the sole purpose of playing in a tournament or other
sanctioned competition. The roster for this type of team includes guest
players from one or more club teams. This team can play only in tournaments
which accept guest players.
4.Club Team
A travel or competitive
team composed of players who are listed on the team's league roster and
does not include guest players. These teams must be entered into and play
in a USYSA sanctioned league to qualify as a club team and to be eligible
to play in USYSA competition. This type of team constitutes the largest
number of teams registered and playing in OSYSA. If guest players are added
to this type of team for play in a tournament, this team becomes a tournament
team.
5. Recreational All Star
Team
A team composed of players
selected from more that one team which participates in a Recreational,
House, or Intramural Program for a Club, League, or Association.
I.TEAM
RESPONSIBILITY
Participation in all soccer
competitions (tournaments or games) played by OSYSA/USYSA players and teams
outside the boundaries of Ohio South Youth Soccer Association, Inc., requires
that the teams meet the requirements of USYSA, OSYSA, and the tournament.
Any team that does not meet the requirements set by USYSA, OSYSA, and the
tournament are subject to sanction and/or penalty from OSYSA. I.TOURNAMENT
RESPONSIBILITY
All tournaments must follow
all of the rules of USYSA as they relates to operating a tournament and
must provide equal and fair treatment to all teams entered in the tournament. |
